Gritting solution?

Am I expecting too much to ask why it is that the road grit which the council scatter around the roads and pavements in icy conditions is left sprawled around everywhere long after it's served its purpose.
It’s absolutely terrible and painful to walk on and really does wear the shoes.

If the pavements were swept often there wouldn’t be this problem.

Other countries sweep and wash their pavements, why not here?

I wondered if the grit could be collected, resalted and reused to save money, but maybe that is asking too much.
